chore(deny): allow the IJG license for jpeg-encoder

jpeg-encoder is licensed (MIT OR Apache-2.0) AND IJG, and IJG is not in the license allow-list, so cargo deny check licenses fails for every dependency change. Allow IJG for this crate only.
